What changed on 1 October 2025

The Promotion and Regulation of Online Gaming Act, 2025 came into force on 1 October 2025. It prohibits offering or playing any online game for money in India, regardless of where the operator is incorporated or where its servers sit. The rule is central legislation, so it applies uniformly across all states and union territories.

In response, the major Indian-facing platforms have already stopped real-money play. RummyCircle, Junglee Rummy, RummyCulture, A23, Adda52 and My11Circle have all suspended cash tables and cash deposits for users in India. Some have wound down associated fantasy sports as well.

Free play, practice tables, offline rummy among friends, and esports formats that do not involve a stake remain legal. The ban is specifically about money, not about the card game itself.

Why operators are still paying out balances

When a regulation like this takes effect, operators typically follow a short, well-defined playbook: stop accepting new deposits, stop letting users place cash on tables, settle open game states, and then process withdrawals until user wallets are empty. Most brands have publicly committed to honouring existing balances even though they cannot legally run the game anymore.

This is partly a regulatory obligation, partly a payment-processor requirement, and partly practical self-interest. Operators that short-change users face complaints with the Reserve Bank of India, possible action from the National Consumer Helpline, and lasting damage to the brand name if they ever return in a different form. So withdrawals are not an afterthought; they are usually the first operational priority after deposits are closed.

What you cannot do

There is no workaround that lets you keep playing for cash inside India. Using a VPN, an account registered to a relative, or a foreign-issued payment instrument does not change the fact that the platform has geofenced the country and will decline Indian users from real-money play. Trying these routes can also get your remaining balance frozen for review.

If you see any site or Telegram group claiming to offer "offshore" rummy to Indian players, treat it as a scam risk first and a legal risk second. The Promotion and Regulation of Online Gaming Act is enforced against operators, but knowingly participating in prohibited real-money play is not a position you want to be in, and you have no recourse if an offshore operator simply refuses to pay.

What is still available
